Welcome Mike! As for changes in the more recent editions of Boat Building with Plywood I would suspect some of the newer adhesives may not be covered in the older editions. You may be able to set a 2 or 2 1/2 inch shim on top of the transom cutout and be just about right, depending on where the clamps land. If it's wood construction, I'd sand down a landing place, maybe drill for a few dowels to locate and glue up.

Typically, you want to set the motor so the anti-cavitation plate is flush with the bottom of the hull. That will put the centerline of a 13 in. prop about 7 inches below the hull. 20" shaft motor will be slightly long on a 17 in transom height, but not by much.

If planning to spray epoxies, please, please do your homework on the safety aspects. Some individuals become highly sensitized by exposure to the vapors. You only get one set of lungs, take care of them!
