I have never seen full length spray rails on any classic runabout. Jim Jim the barrelback did not have spray rails, but the custom runabouts and many others do. It should work for something that small glassed both sides and heavily reinforced.
IMO it would cost so little to get the right materials and the "quick" part would be realized too.
