The bottom of the boot stripe is at the waterline. Some prefer to have a small gap between the waterline and the stripe.

I would definitely purchase the Rigid sander from HD. I bought one years ago and it is the most used tool in my shop. You will use it hundreds of times during your build. I agree with Matt.... I think you will be fine. If you don't think you will sleep well knowing there was a crack, you might also consider another backing block (inside) in addition to the second lamination.
