Titan/Goliath laminated skeg

The skeg on the plans for Titan is shown laminated out of several layers of 1" material, approx 4" at it's widest and nearly 20" deep at the stern.. Any suggestions on how to, 1. drill a 2" hole for the shaft or shaft tube, and, 2. how would one seal the inside with fibreglass as suggested in the plan. I would think using a fibreglass tube would partly solve the problem, but would like some suggestions and advice. Thanks.

I know Gordon did that. He had a 2" holesaw welded (extended) to make it real deep. Then he installed a fiberglass stern tube to the I.D.
