I'm starting my second boat build soon (the outrage) and want to make sure I get my frames perfectly in line for the bottom so I don't run into porpoising issues. This starts with straight setup members which I can't decide what lumber to use. The 2x6 dimensional stuff from the big box is too bent and twisted and I cant justify using good hardwood for this portion. Would laminated plywood work? Or what would be acceptable?

If you keep looking you should be able to find decent 2x6s to use. I got mine at HD and they were OK. It is important when you set your frames that everything is in line, square, etc. Even if the 2x6 isn't perfect, a little shimming and tweaking could overcome the variation. Once aligned and locked down, you should be good to go.

If you'd prefer, however, you could also laminate some plywood to create the setup frame.

I did the same as Bob mentioned. Use a line to shim all the frames from and clamp the frame in place once you have it shimmed.

Sounds good. Just want to be sure I have everything good so I won't have problems with my keel being straight. I suppose that can always be shimmed too. I built the TNT and I think it performs great, but there is some porpoising, probably because of the 30hp motor and full gas tank in the back.

I would say that is your porpoising problem.
