I've seen some designs using pourable foam for flotation and some use blue foam sheeting under the seats. How much is needed? Isn't there some flotation with the boat being wood? Is there a formula for x number of cubic feet of foam needed for every 100 lbs of total boat weight? Are there Coastguard requirements for home built boats regarding flotation? I'm going to build the Power Row Skiff but may alter the seating a bit. You can tell by my questions that I have no experience with this topic. Any input will be appreciated. Thanks, Klitz.

Here is everything you need to know regarding Coast Guard guidelines for flotation, testing and just about any other question you have. There are tables for specific gravities, engine weights and formulae for computing. Just click on the topic and you're there.
The type of floatation you use is less important than the amount needed. I'm fortunate to have a Cellect factory here in town and my neighbor's son works for them. I can get "defective" pieces from them. If they don't come out perfect they discard them..
