Varnishing question (using EMC product)

Hello all...

I'm having a repeat issue while trying to varnish teak and mahogany. I originally sanded down to wood, previous owner had only epoxied a coat on the rails and back deck, then applied thinned Epiphane. Tiny sand like marks streaked throughout the rails. I had prepped wood with tack cloth and denured alcohol prior to varnish.

After trying five times, each time sanding by hand back to wood and getting same results I turned boat over to a shipwright. He's using EMC "varnish" product, two part epoxy product, and he got the same result.

Anyone know why tiny sand like marks appear? It's not dust, way too consistent for that nor bubbles.

this is the bow after I varnished and no problem but when i sanded the rails, we believe teak, the above issue started.

Could it be mineral deposits in the wood? I have had that happen in Rosewood.

Mineral deposits in old wood? Not sure...but if you mean from sanding down then cleaning with mineral spirits and tack cloth plus the old Epiphane varnish which was in the wood and teak polishing liquid then maybe hey?

What did you do to stop this from happening and being able to lay good layers of varnish? (I'm using EMC product now)
(kinda looks like sand paper layer with all the tiny little protutions)
