Fuse Size?

I am doing my wiring this weekend. I have a bus that has spots for fuses. I read somewhere that the fuse size should be 1 1/2 times the amperage draw for the circuit. For example: A Bilge pump with a 3 amp draw would take a 5 amp fuse. ( 3 amps x 1.5 = 4.5 rounded up would be 5 amps).
Does that sound correct?

Also what size fuse should I use for running lights that are on a separate circuit?
