I've seen birch plywood for cabinet work. I don't know if it was Baltic. It was good looking material. I don't know about the glue.

The birch that I know of has only interior glue. Most high end lumber yards and box stores carry it. If you are just looking for cheap stuff you can get easily. Doug Fir ABX is available down to 1/4" in most manufactures. This is the type of thing that a good lumber yard will special order for you.

There are also exotic type underlayments that are available which could be acceptable but they are only available in 1/4" and 3/8"
