Not familiar with this engine but do own a Yamaha 9.9 4S HI-THRUST that had similar problems except the part about planning. When any engine that is mechanically sound wont start normally it is only one of 3 things, no gas, no oxygen, or no spark. If the engine starts as you say with a spray of gas in the intake this becomes pretty obvious. There is a gas supply problem somewhere.
