I recently, purchased a used tandem axle trailer with swivel. The load on the trailer looks to be mostly on the front axle. Tried to move weight back 1-2 feet but weight still remains on front axle. Distance between the top of the tire and the fender on the front is closer than the distance on the back tire to the fender. When looking at the boat and trailer on the side, it looks like it is heavier on the front axle an doesn't sit level.
Any thoughts why the weight doesn't sit level? Can the swivel go bad?

Is the trailer sitting on level ground ( like a concrete slab) and the tounge level?

What is a swivel? I have a tandom axle trailer. To properly balance the load, the axles need to be centered slightly aft of the CG of the boat when the boat is properly loader and secured to provide proper tongue weight. Your hitch needs to be at the correct height to level the trailer when hooked to the tow vehicle.
