So being the cheap guy I am, I went with the cheapest option first, a ball mount on the back of the garden tractor.

The trailer jack all the way down was still too high. A couple of 2x's raised the rear wheels enough to couple the trailer and stow the jack. The tractor towed the empty trailer fine.

The next test was with the boat on the trailer. I eased the trailer onto the tractor, no off the ground front end and the tractor seems to handle the trailer and the driveway slopes ok. So this is going to be my trailer tug for now.

I don't think the bent metal on the tractor will support the tongue long term and the stack of 2x's isn't the best either. Next step will be to fab up an angle to beef up the tractor and raise the ball several inches.
