So from one of the first pics it looks like you’re trying to bend across the face grain meaning even though the board is 1” thick if if you’re trying to bend it across the 8” surface you need to steam for 8 hours, the hour per inch rule applies to the direction you’ll be bending it ie and 1”x1”x3” board bent across the 3” surface needs 3 hours of steaming and so on, you much be better off using an old rocking chair makers trick, cut the curve profile into the board and then glue them together on the flat sides giving you a curved profile that’s the original width of the board you started with
